oo1. Crop your photo to icon size, whatever you want. Mine is 100x100px.

oo2. New Selective Color layer
REDS: -100, 0, 0, 0

oo3. New Selective Color layer
CYANS: 100, 0, 0, 0

oo4. New Color Balance layer
MIDTONES: 4, 0, 0

oo5. New Curves layer, set to Softlight 100%
RGB:
input: 122
output: 157

oo6. New color fill layer, set to SOFTLIGHT 66% #8f8f8f

oo7. New color fill layer, set to COLOR DODGE 100% #02161d

oo8. New Hue/Saturation layer
MASTER:
saturation: 26

oo9. New color fill layer, set to EXCLUSION 100% #01030c

And this is the result, depending on the picture.


Different pictures require different colorings, but try tweaking the hue/sat and opacities to make it work!

I'd love to see results!

Fantabulous! It is so great to find a tutorial that has Selective Coloring, but does not have the radioactive coloring. I like how the coloring you did to the icon was very simple and elegant, just enough to make the color pop.

This is my result. IMO, it's a bit oversaturated, so I'm going to try again later tonight.
